Purpose: This study examines sexual violence prevention in Indonesian higher education institutions through a victim-centered legal framework, with SDG 16 as the primary evaluative perspective and SDG 4 and SDG 5 as supporting perspectives on safe education and gender equality.
Research Design and Methodology: This normative legal study applies statutory, conceptual, and analytical approaches using Law No. 12 of 2022, Ministerial Regulation No. 55 of 2024, and relevant secondary legal materials. The materials were analyzed through legal interpretation, normative systematization, and evaluative analysis.
Findings and Discussion: Indonesian law provides a sufficient normative basis for prevention and handling, but effective implementation requires accountable governance, safe and confidential reporting, victim protection, recovery services, and institutional responsibility. Prevention must therefore move beyond formal compliance toward substantive protection and access to justice.
Implications: Universities should strengthen victim-centered governance by integrating prevention, reporting, recovery, and accountability into institutional policies and implementation mechanisms. Future research should empirically assess the effectiveness of these strategies across higher education institutions.
