Purpose: This community service program aimed to diagnose, prioritize, and strengthen the administrative and governance capacity of the Tourism Awareness Group (Pokdarwis) in Cibeusi Village, Subang Regency, West Java, using an Importance-Performance Analysis (IPA)-based intervention framework.
Research Method: A mixed-methods approach combined an institutional capacity survey involving 32 respondents using a 28-item, five-point Likert instrument, in-depth interviews with eight participants, participatory observation, and document analysis. IPA was applied to classify administrative capacity attributes, followed by a five-month participatory workshop intervention. Paired-sample t-tests, effect-size analysis, and multiple regression were used to evaluate outcomes.
Results and Discussion: Nine attributes were identified as priority areas, including SOP development, financial recording systems, and conflict resolution mechanisms. The administrative capacity index increased from 2.74 to 4.01 (Δ=1.27; t(31)=18.64; p<.001; d=3.29). Governance capacity and financial transparency significantly predicted tourism village readiness (R²=0.71).
Implications: Data-based capacity-building interventions can support more targeted, measurable, and sustainable tourism village governance.
Originality: This program integrates IPA-based diagnosis with participatory institutional strengthening and quantitative impact evaluation in a tourism village context.
