Transformational Leadership, Technology Adoption, and Policy Regulation:

The Mediating Role of Learning Organization in Sustainable Competitive Advantage of Indonesia’s Electricity Sector

Abstract

Purpose: This study examines the effects of transformational leadership, technology adoption, and policy regulation on sustainable competitive advantage (SCA), with learning organization as a mediating mechanism, in Indonesian electricity companies navigating the energy transition toward net-zero emissions by 2060.

Research Method: A quantitative explanatory design was employed using survey data collected through a Likert-scale questionnaire from 161 professionals in Indonesia’s energy and electricity sectors. The proposed relationships were analyzed using Structural Equation Modeling (SEM) with LISREL 8.80.

Results and Discussion: The findings indicate that transformational leadership significantly influences technology adoption and policy regulation. Technology adoption demonstrates the strongest direct effect on SCA, accounting for 36%. The results further confirm the mediating roles of technology adoption and learning organization in strengthening the relationships among leadership, policy regulation, and SCA.

Implications: Electricity companies should strengthen organizational learning to develop competencies in renewable energy technologies, while policymakers should provide clear regulations, transition roadmaps, and incentives to accelerate sustainable technology adoption.

Originality: This study integrates leadership, technology adoption, policy regulation, and organizational learning into a unified framework for explaining SCA within Indonesia’s electricity-sector energy transition.
